Legalization of marijuana needs more study: MP

Although the national Liberal Party passed a policy resolution at its recent convention in Ottawa stating the party would legalize marijuana, regulate production and undo the criminal records of people charged with possession under some circumstances, MP Judy Foote remains unconvinced.

She said it's an issue that needs further study before she would support it as a part of an election platform.

Ms. Foote, Member of Parliament for Random-Burin-St. George's, said significant debate took place before the resolution, which was put forward by the Young Liberals.

She said only one-third of the delegates were Young Liberals, and since the issue got a clear majority of 77 per cent in favour, clearly there were others besides the young people who supported the motion.

She understands the use of marijuana for medicinal purposes and has heard stories of cancer patients who have found the only relief they can get from smoking marijuana.

"We had medical doctors at the convention saying it should be legalized, young people saying it should be legalized, but on the other side you had people saying they were concerned that if it were legalized, there would be more consumption of it," Ms. Foote said.

She said there were others on the pro side saying if it were legalized the usage of it would actually go down.

"So there is a lot of debate out there about whether this is a path you want to go down, but I'd much rather have an open discussion and see where it takes us," Ms. Foote said.

She said there are those who point to alcohol and smoking being legal, with rules and regulations that govern it, but right now there are no rules or regulations governing the use of marijuana.

"If it (marijuana) were legalized, there would be rules governing it, so you wouldn't have those who were selling it under the table, probably those who are associated with gangs, providing marijuana to people who are underage," Ms. Foote said.

She recognized part of the argument is that if you legalize marijuana, then you put into place rules and regulations that govern its usage with respect to age and the availability of it.

"If you legalize marijuana, you would be sure the product you are selling is a good product. Sometimes now you don't know what you're getting when you're dealing with people who are selling it on the black market," Ms. Foote said.

There are all kinds of arguments for and against legalizing marijuana and she said she has been listening to all sides of the issue.

"But I still want to know more about it. I want more research done before the (Liberal) party takes this as part of its platform," she said.

    I think it is time NL legalizes medical marijuana, I am a caregiver and grow the plants for other people. I have never smoked a joint and have no desire to do so. People who need this medicine should have it available to them. People who wish to grow and sell illegally will do so.

    This country would be happy, if pot was legalized. It would create more jobs. Because if we legalize it first, before USA. Do you know how much more money we would make and save. Man we don't need to study. It's the most used drug. I support strongly. I don't even smoke it. Yes I've tried it. But I'm not gonna do again because it ain't addictive. I enjoyed it better than alcohol. Just hurry and legalize.

    it's time to 'piss or get off the pot'. We certainly do not need more study. It's unhealthy. For most users it's used as a bit of a crutch. Same applies for booze, tobacco, potato chips, chocolate, coffee, soda pop. I'm pretty sure I could put together a study that shows how heavy cola use has far more heath detriments than benefits. How it reduces productivity and shortens life. Even without the myriad of past studies the situation is obvious at a glance. Biggest reason for legalization is to get the grow - ops out of my neighborhood and into an inspected, licensed production facility ...one that pays taxes, pays the utility bills, doesn't feature a sawed off shotgun standing up behind the front door or have mold issues. Without prohibition, Al Capone was nobody. Prohibition walks all over the meek, with unscrupulous dealings and criminal records, and makes kings out of scum.

    i'm 46 and voted once . in the 46 years i learned to stop listening and back actions . well Before I VOTE i need more from the liberals, i need to see then do something about this first. this back and forth bs is why we are all here still. and i don't think ill be voting again. i have a question for the readers why do you vote for people that don't do what they say they do. some where they got us to think we have to vote for second best if we don't see someone we like. that means the things u want don't get done but i guess u feel good about it ? . this is what think . if you dont see anyone running that is dealing with your concerns DONT VOTE. what will happen is things will start to get done . they will start and have to follow throw with what they say or we don't vote period . we the people are the power that fuels them . i hope before i die i see this happen . then ill vote

    Marijuana is the most studied plant there is. Its safer then booth alcohol and cigarets so why arnt they legal? Sure its not health but why should the government have a say in me making unhealthy decisions that only affect my self? being over weights not healthy maybe they should start arresting people they weigh over a certain weight. Legalize weed and stop driving me 2 drinking.

    Cannabis has been used for centuries for many ailments without a single death you can not even say that a bought potatoes!. I am not against testing but the people of the USA are getting tired of the cat and mouse game of we need more testing and by the way we will not allow testing.How much testing was required to let the fake THC pill out are you kidding me that has not had enough testing yet its out on the market. The FDA needs to be removed and replaced with a system of check and balances without the influence of big money.

    Imagine where we would be if the people who made it ILLEGAL took a little time to actually research and study the laws that had been before them. There's been plenty of study, medically, legally, and sociologically... the words in. Marijuana is safe and effective medicine.

    Exactly how many more decades do we allow people like Ms. Foote to use the lame excuse that we "need more research" as a stalling tactic? They've been using this very same lame excuse for at least 43 1/2 (forty three and one half) years. Quite possibly longer, but on June 28, 1968 Time Magazine published an article named "The A.M.A.: Marijuana Warning" where this same, lame excuse was used. So are we supposed to allow Ms. Foote and her ilk to aid and abet the continuation of the epic failure of public policy that is the absolute prohibition of cannabis for another 43 1/2 years? It's time to tell these people that they've had their chance to do their studies. Society shouldn't be further penalized simply because they find a lack of research to be an effective tool of propaganda.
